Indeterminate record
A control result that cannot be classified as a pass or a failure, excluded from both sides of the rate and reported as a count.
What it is
A record whose compliance status is unavailable, or which carries no classifiable status at all.
Why it is excluded from both sides
Counting it as a pass flatters the score. Counting it as a failure misstates it. Neither is defensible, so it is excluded from the numerator and the denominator.
Why the count is published
Because an exclusion usually means a missing permission, and a permission gap that silently shrinks the denominator is exactly the kind of defect a score can absorb without anyone noticing.
The assessment note reports the count so it is visible.
How GovIntel applies it
Classified at parse time, before deduplication, so an indeterminate record never contributes to a control's status.
What it does not mean
It is not a finding, and it does not appear in the register. It is a gap in evidence, reported as one.
