Board pack structure
The order of the pack, and why the evidence ledger comes before the findings rather than after them.
The order
Cover, executive view, evidence ledger, financial and operating priorities, material risks, risk register, 90-day action matrix, complete control index, methodology, scope and reproducibility.
Why the ledger comes third
A reader deciding how much weight to place on a red band needs to know what the assessment could see before they read what it concluded. Coverage placed after findings is coverage nobody reads.
Why methodology comes last
It is reference, not narrative. A director reads the first four sections; a reviewer reads all of it.
What paginates
The risk register, the 90-day action matrix and the complete control index. Pack length therefore varies with the number of findings, and the renderer measures real row heights rather than estimating, so a page never overflows.
What is bounded and what is not
The narrative register is capped, because it is a table a board reads. Disclosure is not capped: the control index carries every failed control at every severity.
