No silent renormalisation
The rule that withholds an overall score when a domain is unscored, rather than re-basing the weights across whatever remains.
What it is
An overall score is calculated only when every offered domain has been scored. When one has not, the overall rating is withheld rather than recalculated across the rest.
Why re-basing would be wrong
The pack prints weights of 0.5, 0.3 and 0.2. If the overall were re-based across two domains, those printed weights would describe a calculation that was not performed, and a reader recomputing from the methodology page would get a different answer from the cover.
The methodology page would have become decorative.
What happens instead
The domains that were scored are reported with their scores and bands. The overall is withheld, with the reason stated.
The failure mode this closes
Silent renormalisation makes a thinly evidenced assessment produce a confident-looking composite. It is the same defect class as scoring an unevidenced domain as zero, in the opposite direction.
What it does not mean
Withholding the overall does not withhold the findings. Everything observed is still reported.
