What it is

Two figures: 30-day spend, and waste evidenced from resources that are demonstrably idle.

What counts as waste

Unattached storage volumes, unassociated static IP addresses, and snapshots stale beyond a year. Each item carries the evidence that produced it.

How GovIntel prices it

From the account's own billing data, never from a hardcoded rate or a percentage of spend. Billing usage types isolate the spend each waste class draws from.

What the null case means

When no idle resources are found, waste is zero. When every probe fails, waste is null and the cost domain is reported as not assessed rather than treated as zero waste, which would score full marks.

What it does not mean

It is not a cost optimisation review. It does not right-size, model reserved capacity, or analyse architecture.
