What it is
The verbal equivalent of a RAG band, derived from the same thresholds.
Why words as well as colour
A board pack is printed, photocopied, projected and read aloud. A document whose meaning lives only in a colour loses it in every one of those, and is inaccessible to a reader who cannot distinguish red from green.
How GovIntel applies it
Derived from the band, so the two can never disagree. Where a band is withheld, the risk level is withheld with it rather than defaulting to a middle value.
What it does not mean
It carries exactly the information the band carries, and no more. It is not a second, softer judgement.
