How GovIntel applies it
Each domain is scored from its own evidence, against its own minimum population, and reports as not assessed rather than as zero when the evidence cannot support a rating.
What it does not mean
A domain is not a compliance category and does not map to a framework. Delivery is not an unassessed pillar; it is outside scope, and the pack says so.
